In 2021, the executive meeting of the State Council demanded the “active promotion of overseas warehouse development, encouraging traditional foreign trade enterprises, cross-border e-commerce and logistics companies to participate in the construction of overseas warehouses.”
In 2023, the General Office of the State Council issued the “Opinions on Promoting the Stable Scale and Optimized Structure of Foreign Trade,” which proposed “promoting the healthy and sustainable innovative development of cross-border e-commerce.”
In 2024, the Ministry of Commerce and nine other departments released the “Opinions on Expanding Cross-border E-commerce Exports and Promoting the Construction of Overseas Warehouses.” These opinions include actively cultivating cross-border e-commerce business entities and engaging in the development of standards, rules, and international cooperation.
Cao Lei, the deputy secretary-general of the “China Cross-border E-commerce 50 People Forum,” in an interview with China Business News, stated that in 2024 cross-border e-commerce remains a hot topic of the era. The state not only continues to release policy benefits but also ensures these benefits are more aligned with the actual needs of enterprises, effectively addressing industry pain points and boosting enterprises’ confidence in the development of cross-border e-commerce.
Data shows that in 2023, China’s cross-border e-commerce import and export total reached 2.38 trillion yuan, a 15.6% increase, gradually accounting for a higher proportion of China’s total foreign trade imports and exports. Among these, exports were 1.83 trillion yuan, up 19.6%, and imports were 548.3 billion yuan, up 3.9%. During this key period, field management work was carried out.
In 2023, Guangdong’s total import and export volume of cross-border e-commerce was 843.3 billion yuan, accounting for more than one-third of the national total; its year-on-year growth rate also reached 25.2%, nearly 10 percentage points higher than the national level. In the first quarter of 2024, Guangdong’s cross-border e-commerce import and export totaled over 200 billion yuan, and the overall sector maintained strong growth momentum, becoming a new engine for foreign trade growth.
The Canton Fair also brought many new business opportunities to foreign trade. Guangzhou, leveraging its role as one of the global cross-border e-commerce “three centers,” continues to carry out “cross-border e-commerce + industrial belt” series activities, using multiple approaches to assist the high-quality development of Guangzhou’s cross-border e-commerce.
The introduction of national policies undoubtedly plays a role in boosting cross-border enterprises. Despite the huge market potential, the competition is also extremely fierce. Cross-border e-commerce platforms and enterprises from around the world are competing to enter major markets, significantly increasing competitive pressure. Therefore, enterprises need to focus more on differentiated competitive strategies and enhancing technological innovation to stand out, analyzing different cultural levels and consumption differences of different countries and regions to make product strategies.
